Vietnam's product conformity requirements are administered by multiple ministries, with the Ministry of Science and Technology (MOST) overseeing conformity announcement (công bố hợp quy) for goods on the mandatory list. The Ministry of Information and Communications (MIC) manages type approval for telecommunications equipment. AECS coordinates in-country testing, certification body engagement, and the mandatory import conformity announcement filings on behalf of overseas manufacturers.

Regulatory landscape
Vietnam’s conformity regime distinguishes between goods subject to technical regulations (quy chuẩn kỹ thuật quốc gia — QCVN) and those subject to national standards (tiêu chuẩn quốc gia — TCVN). Products on the mandatory conformity list must undergo third-party testing and submit a conformity announcement to the relevant ministry before customs clearance.
Telecom equipment type approval (hợp chuẩn) is required under MIC’s management via the Vietnam Telecommunications Authority (VNPT or VNTA).
